CAFT’s Board Members are composed of industry experts with strong backgrounds and remarkable achievements in both finance and technology, and who each continue to make their mark in Cambodia’s growing fintech community.

Remi Pell
Remi a graduate of La Sierra University with a degree on International Business is an entrepreneur & investor who has multi-industry experience in the sectors of banking and financial services, travel and tourism, and lastly fast-moving consumer goods (FMCG) personal care products.
Remi started his career with Bank of America which is one of the prominent global financial services company that was the first to offer coast-to-coast banking in the U.S. Currently, Remi is serving as IPay88s Managing Director and is responsible for its growth and presence in Cambodia for over the past 3 years. Remi before his appointment of CAFT Chairman served as its Board Treasurer since 2019 when it was first founded.

Tomas Pokorny
Tomas was the CEO and Founding Member of Pi Pay Plc. During his 6 years of leadership, Pi Pay has grown to now Cambodia’s leading FinTech Company. Under his management and facilitation, Pi Pay has successfully concluded a merger and acquisition transaction with Smart Axiata Co., Ltd, member of Axiata Group Berhad one of Asia’s largest telecommunications Group.
Tom led investments of DQD and others into FinU Group, IG Group & IdeaLink Consulting and its group companies, CCPL Global Limited, iPay88 Cambodia, and more, and is concurrently brining other shareholding opportunities for the business.
Additionally, pre-DQD’s establishment, Tomas led business development and licensing process for Green Sustainable Ventures (Cambodia) Co., Ltd. and their Solar Power Plant project of 20MW in Bavet, Cambodia, which was concluded by successful M&A with Malaysian large public company, Pestech, as well as various other licensing and private public elaborative ventures.
Prior to FinTech industry, in Cambodia, he started and operated e-commerce portal (WorldBridgE Commerce), as well as acquired and transformed business processes outsourcing agency (WorldBridge Outsourcing) which he grew from 30 to nearly 1,000 staff members strong in span of one year.
Throughout his entrepreneurship as well as early aviation years (Tomas was certified airline pilot), he built network and cultural appropriation expertise in diverse environments of USA, Europe, Kuwait and other parts of Middle East as well as SE Asia.
He is also an active and a passionate participant in international and domestic lectures and events on FinTech, innovation and creativity and serves as the Board Member, Secretary General and Community Committee Chair for Cambodian Association of Finance & Technology and was previously co-chair for E-Business Group under the British Chamber of Commerce. Tomas is a passionate believer in continuous education and that everything can always be done better.
Recently, Tomas has also been accepted as a mentor for 500StartUps and serves as Independent Board Director at FWD Insurance (Cambodia).

Frandara Khuon
A French-Cambodian who is a big fan of Women in tech and a pioneer in Cambodia’s payments industry, Frandara joined True Money Cambodia as CSO. She served as the very first CEO of Novus Technologies. Prior to Novus, at Wing Specialized bank where she was CCO for over 4 years, Frandara steered the business’ efforts in driving financial inclusion by successfully building the first largest Agent Banking network in the Kingdom.
At ANZ Royal Bank, she served as Head of the Premier Banking, Cards and Marketing divisions where Frandara is credited with establishing the momentum for building the robust base of high-net-worth clientele that the bank has enjoyed over the years.
Frandara in many ways helped shape the payments landscape by disrupting traditional banking in the country through the influential roles she held at some of Cambodia’s most esteemed firms in the fintech sector.
Her over 15 years extensive commercial experience has earned for Frandara a reputation as a successful business-builder. Frandara holds a French Baccalaureate specializing in Economic Sciences.
